Bell, Book, and Candle for Episcopalians?

From comment on a VirtueOnline.org article, 'Bishop Duncan Testifies on [Episcopal Church] USA's response [at their official convention] to the Windsor Report [of an official investigation of American divergences on behalf of the worldwide Anglican Communion]':

Re: COLUMBUS, OH: Bishop Duncan Testifies on ECUSA's re [/] "Will [the Episcopal Church] USA comply with the specific and detailed recommendations of Windsor, or will it not?"

Of course, dear Bishop, the answer is 'no', it will not. And following the Roman liturgy, we must do the following:

The priest reads: "We exclude (them) from the bosom of our Holy Mother the Church, and we judge (them) condemned to eternal fire with Satan and his angels and all the reprobate, so long as (they) will not burst the fetters of the demon, do penance and satisfy the Church."

The priest will then close the book; ring a bell, which symbolizes a toll of death; and extinguish the candle and throw it down to symbolize the removal of the person's soul from the sight of God. [My ellipses and emphasis]
